Payne-Phalen suffers from rising crime rates, absentee landlords and deteri­orating housing. A September 1999 report from the Community Revitalization Center for Urban and Regional Affairs at the University of Minnesota states that "the greatest concentration of crime along St. Paul's East Side ls located south of Maryland and east of Edgerton along Arcade Street and Payne Avenue"-the very center of the Payne-Phalen neighbor­hood. That said, those considering housing here will find houses that are simpler and smaller than the opulent spreads that surround Minneapolis'

lakes. Even houses along Wheelock Parkway are distinctly low-key. You will be close to excellent recreation amenities, however. Lake Phalen is sur­rounded by a substantial expanse of rolling hills, a golf course, tree-shaded bluffs and a paved running path. In the summer you can rent sailboats and in the winter, the park offers cross-country ski lessons.

Residential areas around Lake Phalen are in many ways similar to the North End: modest two-story frame houses; bungalows and Midwestern­squares (as well as a scattering of unique turn-of-the-century Victorian houses) are found on the southern end, and rows of larger Colonials and bungalows line the gradual slope toward Lake Phalen.
